Your Committee on Health, to which was referred H.B. No. 2499 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION,"

begs leave to report as follows:

The purpose of this measure is to amend provisions specifying the number of Maui members on the Board of Directors of the Hawaii Health Systems Corporation.

Your Committee received testimony in support of this measure from the Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO. Your Committee received comments on this measure from the Hawaii Health Systems Corporation.

Your Committee notes that the Hawaii Health Systems Corporation, in their testimony before your Committee, requested certain amendments to this measure. Specifically, the Hawaii Health Systems Corporation requested an adjustment to the Maui region composition from three to two members, while also adding two members as at-large appointments to the Hawaii Health Systems Corporation Corporate Board, for a total of nineteen board members. According to the Corporation, these suggested amendments are intended to allow for a broad array of experience and statewide representation on the Board.

Your Committee has amended this measure by changing its effective date to July 1, 2050, to encourage further discussion.

As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2499, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2499, H.D. 1, and be referred to your Committee on Finance.
