Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2472, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SELF-HELP HOUSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish the Self-Help Homeownership Housing Revolving Fund administered by the Hawaii Housing Finance and Development Corporation (HHFDC) to provide loans and related grants to support the development of affordable homeownership housing projects under a self-help housing program; and

 

     (2)  Appropriate funds into and from the Self-Help Homeownership Housing Revolving Fund for loans and project-related technical assistance grants to nonprofit organizations operating a self-help housing program for the development of affordable for-sale housing projects.

 

     Your Committee received testimony in support of this measure from the Hawaii Alliance for Community-Based Economic Development; Hope Services Hawaii; Hawaii Habitat for Humanity Association; Kauai Habitat for Humanity, Inc.; EAH Housing; Hawaii Island HIV/AIDS Foundation; St. Michael the Archangel Catholic Church; Habitat for Humanity Hawaii Island, Inc.; Honolulu Habitat for Humanity; Neighborhood Place of Puna; and three individuals.  Your Committee received comments on this measure from the Department of Budget and Finance and Hawaii Housing Finance and Development Corporation.

 

Your Committee has amended this measure by:

 

     (1)  Specifying that HHFDC may establish, revise, charge, and collect interest on loans and reasonable fees in connection with loans and grants approved under a self-help housing program; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2472, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2472, H.D. 2.
