Sir:

 

     Your Committee on Human Services & Homelessness, to which was referred H.B. No. 2466 entitled:

 

"A BILL FOR AN ACT RELATING TO CAPITAL DISTRICT BUILDINGS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a Child Care at Capital District Buildings Pilot Project to establish child care facilities at Capital District buildings.

 

     Your Committee received testimony in support of this measure from the Department of Accounting and General Services and one individual.  Your Committee received comments on this measure from the Department of Human Services.

 

     Your Committee finds that establishing child care facilities at the State Capitol would support the Legislature in its role of supporting parents who must balance family responsibilities with succeeding in the workplace environment and would enable the State Capitol to serve as a role model for child care facilities in state buildings.  However, your Committee also recognizes that the physical limitations of the State Capitol, including the reflecting pool that surrounds the building, as well as the need to place child care facilities on the ground floor, poses challenges to establishing child care facilities at the State Capitol.

 

     Accordingly, your Committee has amended this measure by:

 

     (1)  Amending language that requires the first child care facility to be established at the State Capitol building to instead just place an emphasis on establishing a facility at the State Capitol building;

 

     (2)  Inserting language clarifying that the pilot project may consider establishing child care facilities at any building in the Capital District except Honolulu Hale;

 

     (3)  Inserting a sunset date  of June 30, 2023 for the pilot project;

 

     (4)  Changing the effective date to December 31, 2059, to encourage further discussion; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2466, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2466, H.D. 1, and be referred to your Committee on Legislative Management.
