     Your Committee on Finance, to which was referred H.B. No. 2446, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO AFFORDABLE HOUSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Land and Natural Resources, through its State Historic Preservation Division (SHPD), to contract with third party consultants for the review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties, if the projects involve developments where at least eighty percent of the units are intended as affordable housing and SHPD is unable to complete its review within sixty days.

 

     Your Committee received testimony in support of this measure from the Maui Chamber of Commerce, Kohala Coast Resort Association, and NAIOP Hawaii.  Your Committee received testimony in opposition to this measure from Minatoishi Architects.  Your Committee received comments on this measure from the Department of Land and Natural Resources, State Procurement Office, Building Industry Association of Hawaii, Chamber of Commerce Hawaii, and Society for Hawaiian Archaeology.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2446, H.D. 1, and recommends that it pass Third Reading.
