     Your Committee on Finance, to which was referred H.B. No. 2407, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO STATEWIDE COMPOSTING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Department of Health to adopt or amend rules to establish a classification system for composting facilities or operations for purposes of regulation; and

 

     (2)  Allow composting and co-composting in the agricultural district, including on lands with class A or B soils.

 

     Your Committee received testimony in support of this measure from the Hawaii Food Industry Association; Changing Tides Foundation; Kokua Hawaii Foundation; Zero Waste Oahu; Zero Waste Big Island; Community Compost Movement, North Shore; Kupaa Farms; Hawaii Youth Climate Coalition; Kanu Hawaii; Sustainable Coastlines Hawaii; and numerous individuals.  Your Committee received comments on this measure from the Department of Health and City and County of Honolulu Office of Climate Change, Sustainability, and Resiliency.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2407, H.D. 1, and recommends that it pass Third Reading.
