Sir:

 

     Your Committee on Human Services & Homelessness, to which was referred H.B. No. 2335 entitled:

 

"A BILL FOR AN ACT RELATING TO OFFICE OF YOUTH SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to provide at risk young adults with the necessary job skills to become productive and employed members of the community by:

 

     (1)  Authorizing individual vocational programs within the purview of the Office of Youth Services to engage in commercial enterprises, including the sale of goods and services, for self-sustainability purposes, for young adults only; and

 

     (2)  Establishing the Office of Youth Services Revolving Fund, for receipt of income and payment of expenses generated from and by the commercial enterprise vocational programs.

 

     Your Committee received testimony in support of this measure from the Department of Human Services, Office of Youth Services, Hale Kipa, Partners in Development Foundation, Community Alliance on Prisons, and five individuals.

 

     Your Committee finds that in Hawaii, over 15,000 young adults ages 18 to 24 are neither employed nor in school.  This measure provides an opportunity to develop skills of self-sustainability, accountability, and entrepreneurship for young adults.

 

     Your Committee has amended this measure by:

 

     (1)  Removing the general fund appropriation into the Office of Youth Services Revolving Fund and the authorization to expend funds from the revolving fund;

 

     (2)  Changing the effective date to December 31, 2059, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2335, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2335, H.D. 1, and be referred to your Committee on Finance.
