Your Committee on Finance, to which was referred H.B. No. 2333, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO HOMELAND SECURITY,"

begs leave to report as follows:

The purpose of this measure is to establish:

(1) The Hawaii State Fusion Center (Center) as a program under the State Office of Homeland Security; and

(2) The state-funded position of the Hawaii State Fusion Center Director, who shall be responsible to the Director of Homeland Security and manage the operations of the Center.

Your Committee received testimony in support of this measure from Department of Defense; Department of Human Services; Department of Transportation; Department of Education; Office of Homeland Security; Hawaii State Energy Office; Board of Water Supply of the City and County of Honolulu; Hawaiian Electric Company, Inc.; Retail Merchants of Hawaii; and one individual.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2333, H.D. 2, and recommends that it pass Third Reading.
