Sir:

 

     Your Committee on Labor & Public Employment, to which was referred H.B. No. 2285 entitled:

 

"A BILL FOR AN ACT RELATING TO MAKING AN EMERGENCY APPROPRIATION TO THE STADIUM AUTHORITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to make an emergency appropriation to provide funds for the Stadium Authority for payroll, various repair and maintenance costs, contracts for services, and operating equipment.

 

     Your Committee received testimony in support of this measure from the Department of Accounting and General Services and Stadium Authority.

 

     Your Committee finds that there have been various unbudgeted expenses that need to be addressed in order for Aloha Stadium to properly and effectively continue to maintain a safe facility for the general public.  Increasing the special fund ceiling and making an emergency appropriation will allow Aloha Stadium to continue to operate in an efficient and safe manner.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the appropriation amount to an unspecified amount;

 

     (2)  Changing the effective date to January 1, 2050, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Should your Committee on Finance hear this measure, your Committee respectfully recommends that $1,137,708 be appropriated out of the Stadium Special Fund to address the foregoing costs for the Stadium Authority.

 

     As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2285, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2285, H.D. 1, and be referred to your Committee on Finance.
