     Your Committee on Judiciary, to which was referred H.B. No. 2237 entitled:

 

"A BILL FOR AN ACT RELATING TO DRUG DISPOSAL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish the Drug Disposal Program, administered by the Department of the Attorney General, to dispose of prescription and over-the-counter drugs in a safe, secure, and environmentally friendly manner.  This measure also establishes and appropriates funds to the Drug Disposal Special Fund.

 

     Your Committee received testimony in support of this measure from the University of Hawaii at Hilo and NarcX.  Your Committee received testimony in opposition to this measure from the Department of the Attorney General.  Your Committee received comments on this measure from the Department of Budget and Finance, Department of Public Safety, and Verde Technologies.

 

     Your Committee finds that various government entities currently provide a Medication Drop Box and Disposal Program, which allows the public to drop off unused prescription medication at designated police stations and other government buildings.  Currently, there are about thirty-five collection sites across the State.

 

     Your Committee has amended this measure by changing its effective date to July 1, 2050, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2237, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2237, H.D. 1, and be referred to your Committee on Finance.
