Sir:

 

     Your Committee on Labor & Public Employment, to which was referred H.B. No. 2217 entitled:

 

"A BILL FOR AN ACT RELATING TO THE STADIUM AUTHORITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to broaden the representation of the nine-member Stadium Authority by:

 

     (1)  Adding two members to the Stadium Authority; and

 

     (2)  Specifying that of the members of the Stadium Authority:

 

          (A)  One member shall be a resident of Aiea or Halawa; and

 

          (B)  One member shall be a resident of Foster Village, Crosspointe, or Alii Plantation.

 

     Your Committee received testimony in support of this measure from the Stadium Authority and five individuals.  Your Committee received comments on this measure from Aliamanu-Salt Lake-Foster Village Neighborhood Board No. 18.

 

     Your Committee notes that increasing the Stadium Authority membership and broadening the representation of the Stadium Authority members will provide greater opportunity for input and participation by the nearby affected communities, as well as offer a comprehensive perspective that will support the success of the Stadium Development District.

 

     Your Committee has amended this measure by:

 

     (1)  Making the representation of the two additional members to the Stadium Authority based on specified boundary descriptions for the areas of Aiea and Halawa and the areas of Foster Village, Crosspointe, and Alii Plantation;

 

     (2)  Changing its effective date to January 1, 2050, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     It is your Committee's intent that each of the two additional members appointed to the Stadium Authority are to represent different areas as specified in this measure.

 

     As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2217, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2217, H.D. 1, and be referred to your Committee on Finance.
