Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 2207, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO LAND USE,"
begs leave to report as follows:
The
purpose of this measure is to
require and appropriate funds for the Office of Planning to conduct a land use
study for Hauula, Oahu, assessing the viability and cost of maintaining the
transit corridor, including the possibility of relocating the corridor if
necessary.
Your Committee recognizes that, because of climate change, eroding
coastlines threaten the State's costal roadways. Your Committee further finds that the
Department of Transportation has identified segments of the highway along
Hauula on Oahu as infrastructure critically threatened by coastal hazards and
climate change, and has already had to perform emergency repairs along the
coastal highways in Hauula in 2019 and 2020.
This measure ensures the public continues to have access to safe,
efficient, and sustainable transit corridors by requiring the Office of
Planning to conduct a land use survey for Hauula that includes mid- and
long-term adaptation strategies to accommodate, protect, and, if necessary,
relocate the transit corridor.
As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2207, H.D. 1, and recommends that it be referred to your Committee on Finance.
