     Your Committee on Finance, to which was referred H.B. No. 2148, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO FAMILY LEAVE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Add a definition for "sibling" to assist in the interpretation of family leave laws in chapter 398, Hawaii Revised Statutes; and

 

     (2)  Extend family leave in the State to include care for an employee's grandchild.

 

     Your Committee received testimony in support of this measure from the Department of Labor and Industrial Relations; Department of Human Services; Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; International Longshore and Warehouse Union Local 142; United Public Workers, AFSCME, Local 646, AFL-CIO; American Association of University Women of Hawaii; Hawaii State Commission on the Status of Women; and one individual.  Your Committee received testimony in opposition to this measure from the Retail Merchants of Hawaii, Maui Chamber of Commerce, and Calypso Charters.  Your Committee received comments on this measure from the Chamber of Commerce Hawaii and Hawaii Food Industry Association.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2148, H.D. 1, and recommends that it pass Third Reading.
