     Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 2132 entitled:

 

"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a water sports equipment decal program within the Department of Land and Natural Resources.

 

     Your Committee received comments on this measure from the Department of Land and Natural Resources.

 

     Your Committee finds that existing state law does not provide a mechanism for voluntary registration of water sports equipment.  Your Committee further finds that creating a system to allow for voluntary registration of water sports equipment will facilitate the confirmation of the registered owner's safety when the equipment is recovered unaccompanied and the return of the recovered equipment to the registered owner.  This measure establishes a water sports equipment decal program in the Department of Land and Natural Resources that will allow for the voluntary registration of water sports equipment.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that the transfer of each piece of registered water sport equipment without notice to the Department of Land and Natural Resources constitutes a separate violation; and

 

     (2)  Changing the effective date to July 1, 2050, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2132, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2132, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
