STAND. COM. REP. NO.  50-20

Honolulu, Hawaii

                , 2020

RE:   H.B. No. 2106

      H.D. 1

Honorable Scott K. Saiki

Speaker, House of Representatives

Thirtieth State Legislature

Regular Session of 2020

State of Hawaii

Sir:

     Your Committee on Health, to which was referred H.B. No. 2106 entitled:

"A BILL FOR AN ACT RELATING TO HEALTH,"

begs leave to report as follows:

     The purpose of this measure is to protect the environment by establishing a cesspool system demonstration pilot program within the Department of Health to implement and demonstrate an economically feasible solution for the conversion of cesspools in Hawaii.

     Your Committee received testimony in support of this measure from the Department of Health, County of Hawaii Department of Environmental Management, and one individual.  Your Committee received comments on this measure from H2O Process Systems, LLC.

     Your Committee finds that Act 132, Session Laws of Hawaii 2018 (Act 132), established a cesspool conversion working group, administered by the Department of Health, to develop a long-range, comprehensive plan for statewide conversion of all cesspools by 2050.  The pilot program established by this measure will help the working group achieve the objectives of Act 132.

     Your Committee has amended this measure by:

     (1)  Placing the establishment of the cesspool system demonstration pilot program within the University of Hawaii's Water Resources Research Center, rather than the Department of Health;

     (2)  Changing the appropriation to an unspecified amount to encourage further discussion;

     (3)  Changing the effective date to July 1, 2050, to encourage further discussion; and

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2106, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2106, H.D. 1, and be referred to your Committee on Energy & Environmental Protection.

Respectfully submitted on behalf of the members of the Committee on Health,
