Sir:
Your Committee on Lower & Higher Education, to which was referred H.B. No. 2091 entitled:
"A BILL FOR AN ACT RELATING TO CRIMINAL HISTORY RECORD CHECKS,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the University of Hawaii System.
Your Committee finds that UH is responsible for ensuring the safety and security of facilities and persons on its campuses. UH utilizes university security officers, who are civil service employees recruited by the Department of Human Resources Development (DHRD). Your Committee notes that according to UH's testimony, it has entered into a delegation agreement with DHRD for UH to perform all tasks associated with recruiting, selecting, and hiring university security officers, except for the task of completing background checks. This measure will statutorily enable DHRD to also delegate to UH the authority to conduct background checks, thereby allowing UH to perform all aspects of the university security officer recruitment process more efficiently.
Your Committee has amended this measure by changing the effective date to July 1, 2050.
As affirmed by the record of votes of the members of your Committee on Lower & Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2091, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2091, H.D. 1, and be referred to your Committee on Judiciary.
