     Your Committee on Finance, to which was referred H.B. No. 2088, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a working group to create a state plan to make the Free Application for Federal Student Aid (FAFSA) a statewide graduation requirement, but include an opt-out waiver for FAFSA completion, by the 2022-2023 school year.

 

     Your Committee received testimony in support of this measure from the Chamber of Commerce Hawaii, HawaiiKidsCAN, Hawaii Community Foundation, and seven individuals.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Education, Office of Information Practices, State Public Charter School Commission, Maui Chamber of Commerce, GEMAS Consulting, Hawaii State Teachers Association, and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2088, H.D. 1, and recommends that it pass Third Reading.
