Sir:

 

     Your Committee on Transportation, to which was referred H.B. No. 2065 entitled:

 

"A BILL FOR AN ACT RELATING TO PUBLIC SERVICE OFFICE HOURS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to help alleviate traffic gridlock by establishing a task force to study and develop a plan to reduce the number of public employees who commute during peak hours of traffic congestion.

 

     Your Committee received comments on this measure from the Department of Accounting and General Services and Hawaii Government Employees Association.

 

     Your Committee finds that according to some studies, Hawaii drivers waste an average of ninety-two hours per year stuck in traffic.  This measure will focus on reducing the number of state and county workers on the road during rush hour traffic, thereby helping to reduce overall traffic for all commuters.

 

     Your Committee has amended this measure by:

 

     (1)  Changing its effective date to July 1, 2050, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2065, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2065, H.D. 1, and be referred to your Committee on Finance.
