Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2062, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO THE SEXUAL EXPLOITATION OF CHILDREN,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Department of Human Services to develop a program to prevent the commercial sexual exploitation of children and assist child victims of commercial sexual exploitation;

 

     (2)  Require the Director of Human Services to appoint a statewide coordinator on commercial sexual exploitation of children;

 

     (3)  Establish the Commercial Sexual Exploitation of Children Steering Committee and require the Steering Committee to submit preliminary and final reports to the Legislature;

 

     (4)  Establish a commercial sexual exploitation of children multidisciplinary team in every county to immediately respond to cases of the sex trafficking of children; and

 

(5)  Appropriate funds for the program and statewide coordinator.

 

     Your Committee received testimony in support of this measure from the Judiciary, Department of the Attorney General, Department of Education, Honolulu Police Department, Hawaii Psychological Association, IMUAlliance, American Association of University Women of Hawaii, and four individuals.  Your Committee received comments on this measure from the Department of Human Services, Department of Health, and Hawaii State Commission on the Status of Women.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2062, H.D. 2, and recommends that it pass Third Reading.
