Sir:

 

     Your Committees on Human Services & Homelessness and Lower & Higher Education, to which was referred H.B. No. 2038 entitled:

 

"A BILL FOR AN ACT RELATING TO HUMAN SERVICES,"

 

beg leave to report as follows:

 

     The purpose of this measure is to establish a two-year Mobile Facilities Pilot Program in the Department of Human Services to provide services including laundry, showers, oral hygiene, and food for homeless children and their family members on Department of Education property.

 

     Your Committees received testimony in support of this measure from the Department of Education, Hawaii Primary Care Association, LGBT Caucus of the Democratic Party of Hawaii, Hawaii Youth Services Network, and numerous individuals.  Your Committees received testimony in opposition to this measure from two individuals.  Your Committees received comments on this measure from the Department of Human Services, Governor's Coordinator on Homelessness, and one individual.

 

     Your Committees find that the Department of Education currently provides access to services such as laundry and oral hygiene at certain schools and food programs at all schools.  Your Committees also find that this measure would complement the Department of Education's current efforts to provide these services at more schools.

 

     Accordingly, your Committees have amended this measure by:

 

     (1)  Establishing the pilot program in the Department of Education instead of the Department of Human Services;

 

     (2)  Changing the effective date to December 31, 2059, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Human Services & Homelessness and Lower & Higher Education that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2038, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2038, H.D. 1, and be referred to your Committee on Finance.
