Your Committee on Agriculture, to which was referred H.B. No. 2032 entitled:
"A BILL FOR AN ACT RELATING TO THE STATE SNAIL,"
begs leave to report as follows:
The purpose of this measure is to designate the pūpū kuahiwi (Laminella sanguinea) as the official state snail.
Your Committee finds that Hawaii's land snails play a significant role in native ecosystems and in Hawaiian culture and are among the most threatened of all animal groups in the world. Your Committee further finds that the pūpū kuahiwi (Laminella sanguinea) is endemic to Hawaii and critically endangered, with a colored pattern on its shell that is reminiscent of a Hawaiian kapa pattern.
Your Committee notes that the Department of Land and Natural Resources estimates that over half of the seven hundred fifty terrestrial Hawaiian snail species have gone extinct. Your Committee finds the designation of the pūpū kuahiwi (Laminella sanguinea) as the official state snail will bring awareness to the importance of these snails and the urgent need to save them.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 2150, to encourage
further discussion; and
(2) Making
a technical, nonsubstantive amendment for the purposes of clarity, consistency,
and style.
As affirmed by the record of votes of the members of your Committee on Agriculture that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2032, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2032, H.D. 1, and be referred to your Committee on Finance.
