Sir:
Your Committee on Intrastate Commerce, to which was referred H.B. No. 2000 entitled:
"A BILL FOR AN ACT RELATING TO COMMERCIAL MOTOR VEHICLES,"
begs leave to report as follows:
Your Committee finds that the Federal Motor Carrier Safety Administration finalized administrative regulations that permanently disqualify from driving a commercial motor vehicle individuals convicted of a felony involving a severe form of human trafficking while operating a commercial motor vehicle. These regulations became effective September 23, 2019, and set a deadline of three years for states to come into substantial compliance with the regulations. This measure would put the State in substantial compliance with the federal regulations.
Your Committee has amended this measure by changing the effective date to July 1, 2050, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Intrastate Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2000, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2000, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
