     Your Committee on Labor & Public Employment, to which was referred H.B. No. 1996, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Board of Education to include evaluations of the Strive HI Performance System factors as a component of the Superintendent of Education's annual performance evaluation and require improvements in at least one-half of the factors for any salary increase for the Superintendent.

 

     Your Committee received testimony in opposition to this measure from the Hawaii State Teachers Association.

 

     Your Committee finds that including the Department of Education's most current strategic plan indicators, rather than the Strive HI Performance System factors, are a better measure of employee performance and potential for the Superintendent of Education's annual performance evaluation.

 

     Your Committee has amended this measure by including an evaluation of the Department of Education's most current strategic plan indicators, rather than the Strive HI Performance System factors, as a component of the Superintendent of Education's annual performance evaluation.

 

     As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1996, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 1996, H.D. 2.
