Sir:

 

     Your Committee on Lower & Higher Education, to which was referred H.B. No. 1996 entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Board of Education to include evaluations of the Strive HI Performance system factors as a component of the Superintendent of Education's annual performance evaluation and requires improvements in at least one-half of the factors for any salary increase for the Superintendent.

 

     Your Committee received testimony in opposition to this measure from the Hawaii State Teachers Association.

 

     Your Committee finds that including Strive HI Performance System factors as a component of the Superintendent of Education's annual performance evaluation will encourage improvement and accountability in Hawaii's public school system.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 2050; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Lower & Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1996, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1996, H.D. 1, and be referred to your Committee on Labor & Public Employment.
