Your Committee on Lower & Higher Education, to which was referred H.B. No. 1974 entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Amend the minimum qualifications for nominees to the State Public Charter School Commission (Commission); and

(2) Provide that Commission members may be reimbursed for necessary and reasonable travel expenses incurred in the conduct of official commission business.

Your Committee received no testimony on this measure.

Your Committee recognizes the importance of the State Public Charter School Commission to Hawaii and its role of ensuring a long-term strategic vision for Hawaii's public charter schools.

Your Committee has amended this measure by changing its effective date to July 1, 2050.

As affirmed by the record of votes of the members of your Committee on Lower & Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1974, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1974, H.D. 1, and be referred to your Committee on Finance.
