     Your Committee on Finance, to which was referred H.B. No. 1959, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE EMPLOYMENT OF A MINOR,"

 

begs leave to report as follows:

 

     The purpose of this measure is to strengthen employer compliance with the Child Labor Law as it relates to theatrical employment for minors by requiring studio teachers to accompany, supervise, and advocate on behalf of a minor whenever the minor is on set and a variance from the work hour restrictions to allowable theatrical employment is granted.

 

     Your Committee received testimony in support of this measure from the Hawaii State Teachers Association; International Alliance of Theatrical Stage Employees, Moving Picture Technicians, Artists and Allied Crafts of the United States, Its Territories and Canada, AFL-CIO, CLC, Mixed Local 665; and eleven individuals.  Your Committee received comments on this measure from the Department of Labor and Industrial Relations and Screen Actors Guild – American Federation of Television and Radio Artists Hawaii Local.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1959, H.D. 1, and recommends that it pass Third Reading.
