Sir:

 

     Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 1940 entitled:

 

"A BILL FOR AN ACT RELATING TO SERVICE ANIMALS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds to the Department of Agriculture for the planning and design of a professional training facility for guide dogs and other professionally trained service dogs on a designated portion of the State's animal quarantine facility site.

 

     Your Committee received testimony in support of this measure from the Department of Human Services, Department of Agriculture, University of Hawaii System, and one individual.

 

     Your Committee finds that the development of a professional training facility for guide dogs and other professionally trained service dogs will increase resources that would make more trained guide dogs available to Hawaii's residents with disabilities.

 

     Your Committee has amended this measure by:

 

     (1)  Removing references to a specific private organization;

 

     (2)  Changing the appropriation amount to an unspecified sum;

     (3)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1940, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1940, H.D. 1, and be referred to your Committee on Finance.
