Sir:

 

     Your Committee on Housing, to which was referred H.B. No. 1933 entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE BUILDING CODE COUNCIL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to reduce the delay in the adoption of building codes and increased costs associated with construction in the State by repealing the State Building Code Council.

 

     Your Committee received testimony in support of this measure from the Chamber of Commerce Hawaii and Building Industry Association of Hawaii.  Your Committee received testimony in opposition to this measure from the Hawaii State Energy Office, County of Hawaii Department of Public Works, American Institute of Architects Hawaii State Council, and one individual.

 

     Your Committee finds that the International Building Code is currently being considered for adoption by all of the counties, and the adoption of building codes ultimately rests with each respective county.  This measure will remove the two-step process in the adoption of building codes throughout the State.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 2025, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1933, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1933, H.D. 1, and be referred to your Committee on Finance.
