Sir:
Your Committees on Economic Development & Business and Labor & Public Employment, to which was referred H.B. No. 1912 entitled:
"A BILL FOR AN ACT RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS,"
beg leave to report as follows:
The purpose of this measure is to:
(1) Establish the Pacific International Space Center for Exploration Systems within the Department of Business, Economic Development, and Tourism for administrative purposes;
(2) Amend the composition of the Board of Directors of the Pacific International Space Center for Exploration Systems;
(3) Create and appropriate funds for six exempt positions within the Pacific International Space Center for Exploration Systems; and
(4) Transfer the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems from the Research Corporation of the University of Hawaii to the Department of Business, Economic Development, and Tourism.
Your Committees find that the Pacific International Space Center for Exploration Systems is entering a transition period in which it will need to make modifications to move from Research Corporation of the University of Hawaii contract based operations into being an attached agency of the Department of Business, Economic Development, and Tourism. This measure will make the necessary adjustments and modifications that will make this transition possible and allow the program to continue to operate into the future.
Your Committees have amended this measure by:
(1) Changing the number of full-time equivalent positions within the Pacific International Space Center for Exploration Systems to an unspecified number;
(2) Authorizing the Executive Director of the Pacific International Space Center for Exploration Systems, instead of the Director of Business, Economic Development, and Tourism, to prescribe the duties and qualifications and fix the salaries of employees that are transferred;
(3) Changing its effective date to July 1, 2112, to encourage further discussion; and
(4) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Should your Committee on Finance decide to hear this measure, your Committees respectfully request that it consider adding six full-time equivalent (6.0 FTE) exempt positions within the Pacific International Space Center for Exploration Systems.
As affirmed by the records of votes of the members of your Committees on Economic Development & Business and Labor & Public Employment that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1912, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 1912, H.D. 1, and be referred to your Committee on Finance.
