     Your Committee on Finance, to which was referred H.B. No. 1910, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SUSTAINABLE AVIATION FUEL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish and appropriate funds for a Sustainable Aviation Fuel Program to provide grants to any business in the State that is developing products related to sustainable aviation fuel or aviation greenhouse gas reduction.

 

     Your Committee received testimony in support of this measure from the Climate Protectors Coalition and Hawaii Public Health Association.  Your Committee received comments on this measure from the Hawaii State Energy Office, Office of Planning, Department of Transportation, Hawaii Technology Development Corporation, and Simonpietri Enterprises.

 

     Your Committee has amended this measure by:

 

     (1)  Inserting a preamble;

 

     (2)  Specifying that the Sustainable Aviation Fuel Program is to provide matching grants to small businesses in Hawaii developing products related to sustainable aviation fuel or commercial aviation operations greenhouse gas reduction;

 

     (3)  Specifying that the Sustainable Aviation Fuel Program shall be funded through environmental response, energy, and food security tax revenues;

 

     (4)  Removing the requirement that the Hawaii Technology Development Corporation determine, when reviewing grant applications, that the use of items will reduce greenhouse gas emissions compared to current standards;

 

     (5)  Specifying the product development activities eligible for matching grants under the program; and

 

     (6)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1910, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1910, H.D. 2.
