Your Committees on Economic Development & Business and Energy & Environmental Protection, to which was referred H.B. No. 1910 entitled:
"A BILL FOR AN ACT RELATING TO SUSTAINABLE AVIATION FUEL,"
beg leave to report as follows:
Your Committees find that greenhouse gas emissions from air travel are a particularly important area to address, since jet fuel is one of the largest sources of the State's greenhouse gas emissions. Your Committees further find that the State is uniquely positioned to develop solutions and to continue to be a leader in the area of sustainable aviation fuels and reduce the emission of greenhouse gases.
Your Committees further find that the development of aviation gas which has lower greenhouse gas emissions than the current standard will help to address the challenges of global warming in a state where air travel is a critical component of the economy.
Your Committees have amended this measure by:
(1) Clarifying the determinations to be made by the Hawaii Technology Development Corporation when analyzing grant applications for the Sustainable Aviation Fuel Program;
(2) Changing its effective date to July 1, 2112, to encourage further discussion; and
(3) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.
As affirmed by the records of votes of the members of your Committees on Economic Development & Business and Energy & Environmental Protection that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1910, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 1910, H.D. 1, and be referred to your Committee on Finance.
