Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 1880 entitled:
"A BILL FOR AN ACT RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Kaho‘olawe Island Reserve Commission, Aha Moku Advisory Committee, South Maui Citizens for Responsible Growth, Ohana Ho‘opakele, and numerous individuals.
Your Committee finds that the Kahoolawe Island Reserve Commission provides a vital service to the State by addressing the ecological and environmental damage done to Kahoolawe by United States Navy live fire training exercises. This measure will support the continued efforts of the Commission to restore the island, protect endangered and rare flora and fauna, and ensure the safety of visitors to the Kahoolawe Island Reserve.
Your Committee has amended this measure by:
(1) Changing the appropriations to unspecified amounts;
(2) Changing the effective date to July 1, 2050, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Should your Committee on Finance consider and deliberate on this measure, your Committee respectfully requests it consider appropriating $500,000 for the operations of the Kahoolawe Island Reserve Commission and $72,000 for two full-time equivalent positions to support the Kahoolawe Island Reserve Commission.
As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1880, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1880, H.D. 1, and be referred to your Committee on Finance.
