Your Committee on Energy & Environmental Protection, to which was referred H.B. No. 1860 entitled:
"A BILL FOR AN ACT RELATING TO WATER POLLUTION,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from FairWind Big Island Ocean Cruises, Surfrider Oahu, Hawaii Reef Ocean Coalition, Friends of Hanauma Bay, Beautycounter, Ocean Tourism Coalition, and thirteen individuals. Your Committee received testimony in opposition to this measure from Personal Care Products Council. Your Committee received comments on this measure from the Department of Health.
Your Committee finds that in 2018, legislation was enacted to ban sunscreens containing oxybenzone and octinoxate from sale and distribution in the State to preserve its marine ecosystems. Banning three more chemicals contained in sunscreens, octocrylene, octisalate, and homosalate, from sale and distribution in Hawaii will further contribute to preservation of the State's marine life.
Your Committee has amended this measure by changing its effective date to July 1, 2050, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1860, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1860, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
