Sir:
Your Committee on Finance, to which was referred H.B. No. 1846, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Require all state facilities, except smaller state facilities and facilities at Aloha Stadium, to undergo an energy audit no later than January 1, 2022;
(2) Set deadlines for state facilities to begin implementation of efficiency measures or enter into performance contracts for efficiency measures;
(3) Authorize the Hawaii State Energy Office to have access to all utility bills and energy usage data for state-owned facilities, collect this information monthly, and make the data publicly accessible; and
(4) Beginning July 1, 2020, require the design of all new state building construction to meet certain energy efficiency requirements.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1846, H.D. 2, and recommends that it pass Third Reading.
