Sir:
Your Committee on Labor & Public Employment, to which was referred H.B. No. 1846, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"
begs leave to report as follows:
The purpose of this measure is to promote energy efficiency in the State by:
(1) Requiring all state facilities, with the exception of smaller facilities, to start the process for an energy audit beginning on January 1, 2022;
(2) Set deadlines for state facilities to begin implementation of efficiency measures or enter into performance contracts;
(3) Authorize the Hawaii State Energy Office to have access to all utility bills and energy usage data for state-owned facilities and collect the information monthly and maintain all current and past data in a publicly accessible format;
(4) Establishing energy efficient requirements for the design of all new state building construction; and
(5) Requiring, no later than January 1, 2022, all state facilities with an area over ten thousand feet to undergo an energy audit to be conducted by or contracted out to an independent third party by the Hawaii State Energy Office.
Your Committee finds that maximizing energy efficiency and reducing demand for power generation is a necessary component of reaching the State's goal of one hundred percent renewable energy by 2045. This measure requires the State to focus on energy efficiency, energy-efficient new building construction, and maximizing savings of taxpayer dollars that would otherwise be spent on utility bills.
Your Committee has amended this measure by:
(1) Exempting the facilities at the Aloha Stadium from the energy audit and requirements of implementing the results of the energy audit; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1846, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 1846, H.D. 2.
