Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 1820 entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from Kaka'ako Ūnited, Hawaii's Thousand Friends, Kaka'ako Makai Community Planning Advisory Council, and six individuals.
Your Committee finds under existing state law, the nominating authority for the community development district representatives on the Hawaii Community Development Authority, a state entity, is vested in the county councils in which the various community development districts are located. This measure will address community concerns about the nomination of district representatives by removing the nominating authority from the county councils and vesting it in the Governor, President of the Senate, and Speaker of the House of Representatives.
Your Committee has amended this measure by:
(1) Removing the Governor as a nominating authority, as the Governor is also the appointing authority;
(2) Changing the effective date to July 1, 2050, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1820, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1820, H.D. 1, and be referred to your Committee on Finance.
