Sir:

 

     Your Committee on Labor & Public Employment, to which was referred H.B. No. 1799 entitled:

 

"A BILL FOR AN ACT RELATING TO CONTRACTORS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require a specialty contractor to obtain a C-48 specialty license (structural steel contractor) or sublicense if the performance of work on a contract requires a C-48 specialty license or sublicense and the specialty contractor does not have that specialty license or sublicense.

 

     Your Committee received testimony in support of this measure from the Ironworkers Stabilization Fund and one individual.  Your Committee received comments on this measure from the Contractors' License Board.

 

     Your Committee finds that this measure is necessary to ensure structural steel work on construction projects in the State are done by licensed specialty contractors, regardless of what the percentage of the structural steel work is when compared to the project in its entirety.


     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to January 1, 2050, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1799, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1799, H.D. 1, and be referred to your Committee on Finance.
