Your Committee on Finance, to which was referred H.B. No. 1794, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO DISASTER RELIEF,"

begs leave to report as follows:

The purpose of this measure is to extend the lapse date of the appropriations made by Act 12, Session Laws of Hawaii 2018, as amended, to June 30, 2021, for flooding disaster relief for Kauai and other areas of the State.

Prior to decision making on this measure, your Committee made available for public review a proposed H.D. 2, which amends this measure by further extending the lapse date of the appropriations to June 30, 2023.

Your Committee received testimony in support of the proposed H.D. 2 from the Department of Land and Natural Resources, Hawaii Emergency Management Agency, and Waioli Valley Taro Hui.

Your Committee has amended this measure by adopting the proposed H.D. 2.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1794, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1794, H.D. 2.
