Sir:

 

     Your Committee on Judiciary, to which was referred H.B. No. 1747 entitled:

 

"A BILL FOR AN ACT RELATING TO SEX TRAFFICKING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to include coercion as a means of committing the offense of sex trafficking.

 

     Your Committee received testimony in support of this measure from the Hawaii State Commission on the Status of Women, City and County of Honolulu Department of the Prosecuting Attorney, County of Kauai Office of the Prosecuting Attorney, Honolulu Police Department, IMUAlliance, and two individuals.

 

     Your Committee finds that this measure is necessary to address instances where offenders advance prostitution by means that include coercion.  Your Committee further finds that this measure will better align state law with the federal law regarding "severe forms of trafficking in persons".

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1747, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1747, H.D. 1, and be placed on the calendar for Third Reading.
