     Your Committee on Transportation, to which was referred H.B. No. 1729 entitled:

 

"A BILL FOR AN ACT RELATING TO REGISTRATION OF VEHICLES,"

 

begs leave to report as follows:

 

     The purpose of this measure to allow the director of finance of a county to require payment of outstanding charges owed to the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the county before issuing a motor vehicle certificate of registration.

 

     Your Committee received testimony in support of this measure from the County of Hawaii, County of Kauai, Department of Finance of the County of Kauai, Police Department of the County of Kauai, and Department of Customer Services of the City and County of Honolulu.

 

     Your Committee finds that there is a major issue with abandoned and derelict vehicles.  Particularly, some individuals and entities intentionally abandon vehicles on roads and highways throughout the State and make it difficult for the counties to recoup the costs of towing and disposing of these vehicles.  Requiring the costs of towing and disposal to be paid as condition precedent to registration of a vehicle will recoup these costs for the counties.

     Your Committee has amended this measure by changing the effective date to July 1, 2050, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1729, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1729, H.D. 1, and be referred to your Committee on Judiciary.
