     Your Committee on Finance, to which was referred H.B. No. 1698, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO COLLECTIVE BARGAINING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish separate bargaining units for:

 

(1)  State law enforcement officers, who will remain in Bargaining Unit (14); and

 

(2)  State and county ocean safety and water safety officers, who will be in a newly created Bargaining Unit (15).

 

     Your Committee received testimony in support of this measure from the Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; Honolulu Ocean Safety & Lifeguard Services; Hawaiian Lifeguard Association; and numerous individuals.  Your Committee received comments on this measure from the Department of Human Resources of the City and County of Honolulu.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1698, H.D. 1, and recommends that it pass Third Reading.
