     Your Committee on Housing, to which was referred H.B. No. 1679 entitled:

 

"A BILL FOR AN ACT RELATING TO HOUSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Hawaii Public Housing Authority to give preference to persons residing in the zip code in which a low-income or elder housing project is constructed for the housing project's initial tenants or residents.

 

     Your Committee received testimony in support of this measure from the Hawaii Public Housing Authority and two individuals.

 

     Your Committee finds that the sense of the existing community is an important component in the health and welfare of tenants and residents of the State's low-income and elder housing projects.  Your Committee believes that familiarity with the surrounding environment and community of a project to be constructed will contribute to low-income or elderly individuals successfully transitioning into a newly constructed project as tenants or residents.

 

     Your Committee has amended this measure by changing its effective date to July 1, 2025, to encourage further discussion.

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1679, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1679, H.D. 1, and be referred to your Committee on Finance.
