Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 1676, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HIGHWAY SAFETY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to improve traffic enforcement by:

 

(1)  Establishing a three-year pilot program in major arterial zones on state or county highways within a specified area to provide for the implementation of photo red light imaging detector systems;

 

(2)  Establishing a Photo Red Light Imaging Detector Systems Pilot Program Account within the general fund, into which revenues and fines will be deposited for the establishment, operation, management, and maintenance of a photo red light imaging detector system;

 

     (3)  Authorizing any affected county to implement the Photo Red Light Imaging Detector Systems Pilot Program; and

 

     (4)  Appropriating funds for the establishment of a Photo Red Light Imaging Detector Systems Pilot Program.

 

     Your Committee received testimony in support of this measure from the Disability and Communication Access Board, Honolulu Police Department, Maui Police Department, Blue Zones Project, Mothers Against Drunk Driving Hawaii, and ten individuals.  Your Committee received comments on this measure from the Judiciary, Department of Transportation, Department of Budget and Finance, County of Hawaii Office of the Mayor, City and County of Honolulu Department of the Prosecuting Attorney, Obesity Prevention Task Force of the Hawaii Public Health Institute, AAA Hawaii, Hawaii Bicycling League, Peoples Advocacy for Trails Hawaii, Kauai Path, and three individuals.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1676, H.D. 1, and recommends that it pass Third Reading.
