Sir:
Your Committee on Health, to which was referred H.B. No. 1663, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HEALTH,"
begs leave to report as follows:
The purpose of this measure is to protect the health of Hawaii's consumers by requiring that:
(1) All United States mainland milk shipped to and sold in Hawaii is single pasteurized only and complies with all handling, transportation, and distribution requirements of the federal Food Safety Modernization Act; and
(2) Any processed milk or milk product must be entirely produced in the State in order to be labeled with any term or slogan that might imply that the milk or milk products are produced locally.
Your Committee finds that protecting the food safety and security of Hawaii and its people is of utmost importance.
Your Committee has amended this measure by:
(1) Deleting its contents;
(2) Establishing a task force to:
(A) Review and recommend specific actions to ensure that Hawaii's food imports, including meat, produce, and all dairy products, are sourced, transported, stored, and distributed to retailers, restaurants, institutions, schools, or any place designated for sale to the public, in compliance with the federal Food Safety Modernization Act;
(B) Develop specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public through name, pictures, artwork, or statements in packaging or by advertising that the imported food's origin is from Hawaii or has the same freshness or qualities as food that is locally produced; and
(C) Submit a report to the Legislature prior to the convening of the Regular Session of 2021; and
(3) Changing its effective date to July 1, 2050, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1663, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1663, H.D. 2, and be referred to your Committee on Finance.
