Sir:

Your Committee on Finance, to which was referred H.B. No. 1606, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PROFESSIONAL AND VOCATIONAL LICENSURE,"

begs leave to report as follows:

The purpose of this measure is to amend the process for temporary licensure for military spouses in the State by:

(1) Specifying the types of verifying documentation required for a military spouse to receive license by endorsement or license by reciprocity;

(2) Requiring the applicant to submit verifying documentation within an unspecified number of days of the application for licensure by endorsement, license by reciprocity, or temporary license;

(3) Removing supervision requirements for military spouses as they relate to performance of services by military spouses under a temporary license;

(4) Removing the requirement that the applicant hold a license that is substantially equivalent to or exceeds the licensing requirements of the State;

(5) Requiring the issuance of a license by endorsement, license by reciprocity, or temporary license to a military spouse within an unspecified number of days of receipt of the application and supporting verifying documents, and providing that review or issuance of a license commences only upon receipt by the licensing authority of all of the verifying documentation; and

(6) Requiring each licensing board to adopt and publish rules on their respective websites by August 1, 2020, to administer the law relating to licensure by endorsement or licensure by reciprocity for military spouses.

Your Committee received testimony in support of this measure from the United States Department of Defense, Office of the Deputy Assistant Secretary of Defense, Defense-State Liaison Office; Chamber of Commerce Hawaii; and one individual. Your Committee received comments on this measure from the Department of Labor and Industrial Relations, Department of Commerce and Consumer Affairs, Hawaii National Guard, Hawaii Regional Council of Carpenters, and Pacific Resource Partnership.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1606, H.D. 1, and recommends that it pass Third Reading.
