Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 141, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require public schools and public charter schools to have at least one employee trained to administer seizure rescue medication, except under certain circumstances;

 

     (2)  Require a seizure action plan for every student diagnosed with a seizure disorder and distribution of the plan to employees charged with supervising or caring for the student;

 

     (3)  Require all principals, guidance counselors, and teachers to perform an annual self-study review of seizure disorder materials; and

 

     (4)  Appropriate funds to the Department of Education for training of employees to administer or assist with the self-administration of seizure rescue medication.

 

     Your Committee received testimony in support of this measure from the Special Education Advisory Council, Hawaii Primary Care Association, Epilepsy Foundation of Hawaii, Epilepsy Foundation of America, and numerous individuals.  Your Committee received comments on this measure from the Department of Education.  

 

     Your Committee has amended this measure by:

 

     (1)  Changing its effective date to July 1, 2030, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 141, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 141, H.D. 3.
