SENATE RESOLUTION
urging the governor to enter into negotiations with the united states department of energy to establish a national laboratory in hawaii.
WHEREAS, the national laboratories have served as leading institutions for scientific research in the United States for more than seventy years; and
WHEREAS, the seventeen national laboratories maintained by the United States Department of Energy are carrying out cutting-edge studies on pressing issues like clean energy, climate change, sustainable manufacturing, and infectious diseases; and
WHEREAS, national laboratories have unique access to resources, including instruments and facilities, that are available nowhere else in the world; and
WHEREAS, national laboratories also attract top scientific experts and create thousands of jobs for their host communities; and
WHEREAS, Hawaii's geography, resources, and abundance of talent make it an ideal location for a national laboratory; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Governor is urged to enter into negotiations with the United States Department of Energy to establish a national laboratory in the State; and
BE IT FURTHER RESOLVED that the Governor is requested to update the Legislature annually, no later than twenty days before the convening of the 2021 Regular Session, on the status of the negotiations and the terms of any proposed agreement; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, United States Secretary of Energy, and each member of the National Laboratory Directors' Council.
