SENATE RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION TO FORMALIZE AND MAKE MANDATORY THE SUBMISSION OF THE ORDER FOR SELF-QUARANTINE, SAFE TRAVELS APPLICATION, AND INTERISLAND DECLARATION FORMS.
WHEREAS, the Department of Agriculture requires, prior to disembarkation, all domestic and international airline passengers entering and remaining in the State to complete and submit the Plants and Animals Declaration Form; and
WHEREAS, all domestic and international passenger airlines that offer the State as a destination provide the Plants and Animals Declaration Form to in-flight passengers prior to arrival in the State; and
WHEREAS, these airlines collect and deliver any completed forms to a designated gate agent, who then delivers the forms to a Department of Agriculture office located in the airport; and
WHEREAS, during the onset of the coronavirus disease 2019 (COVID-19) pandemic, the Department of Transportation developed the Order for Self-Quarantine, Safe Travels Application, and Interisland Declaration forms to track important health and destination information from the State's incoming interisland, domestic, and international airline passengers; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Department of Transportation is requested to formalize and make mandatory the submission of the Order for Self-Quarantine, Safe Travels Application, and Interisland Declaration forms from each airline passenger entering the State or traveling interisland; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Director of Transportation, President and Chief Executive Officer of the Hawaii Tourism Authority, and Chairperson of the Board of Land and Natural Resources.
