SENATE CONCURRENT
RESOLUTION
urging the department of public safety, department of hawaiian home lands and university of hawai‘i community colleges to collaborate on building new homes on hawaiian home lands using prisoners to construct the homes.
WHEREAS, the Department of Public Safety reported that Native Hawaiians are severely overrepresented in the State's prison population, comprising thirty-nine percent in prisons throughout the State; and
WHEREAS, Native Hawaiians have a much higher recidivism rate than non-Hawaiian inmates; and
WHEREAS, the Hawai‘i Business Magazine reported that there are currently 28,500 Native Hawaiian beneficiaries on the Department of Hawaiian Home Lands' waitlist; and
WHEREAS, when a home is built for a Native Hawaiian on Hawaiian homelands, it addresses the State's lack of affordable housing; and
WHEREAS, the University of Hawai‘i Community College system provides construction training on every island in the State; and
WHEREAS, the University of Hawai‘i Community Colleges should collaborate with the Department of Hawaiian Home Lands and the Department of Public Safety, to construct a house on the homelands using the prisoners to provide the labor; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Department of Public Safety, Department of Hawaiian Home Lands, and University of Hawai‘i Community Colleges collaborate on building new homes on Hawaiian homelands using prisoners to construct the homes; and
BE IT FURTHER RESOLVED that the Department of Public Safety collaborate with the Department of Hawaiian Home Lands and University of Hawai‘i Community Colleges to provide training for inmates and allocate the necessary resources to have the inmates trained and paid for their labor services; and
BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands collaborate with the Department of Public Safety and University of Hawai‘i Community Colleges to construct homes on Hawaiian homelands statewide using inmates, and that the Department of Hawaiian Home Lands provide the necessary funds and financing to construct these homes; and
BE IT FURTHER RESOLVED that the University of Hawai‘i Community Colleges collaborate with the Department of Public Safety and the Department of Hawaiian Home Lands to create a training program that will facilitate construction of homes using prisoner labor; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Hawaiian Homes Commission, Director of Public Safety, President of the University of Hawaii System.
