SENATE CONCURRENT
RESOLUTION
urging the governor to declare the last saturday of every october as a "day of trick-or-treating".
WHEREAS, Halloween is widely celebrated throughout the State, regardless of religious, ethnic, or political affiliation; and
WHEREAS, the Legislature is concerned for the safety and well-being of its citizens, particularly its children; and
WHEREAS, Halloween is celebrated by "trick-or-treating," an activity during which children walk or run to and among houses, including in or across streets on which there are moving vehicles; and
WHEREAS, trick-or-treating often occurs when it is dark; and
WHEREAS, such darkness creates dangerous conditions for both pedestrians and drivers; and
WHEREAS, a study published by the Journal of the American Medical Association Pediatrics found that there are forty-three percent more pedestrian fatalities on Halloween night than there are on any other autumn night; and
WHEREAS, many parents, guardians, or caregivers of children work, and cannot leave their place of employment during daylight hours to supervise their children on Halloween; and
WHEREAS, declaring an additional day for the celebration of Halloween does not change nor move the day of Halloween; and
WHEREAS, the day of Halloween is and will continue to be October 31 of each year; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that in the interest of public safety, that the Governor is urged to declare the last Saturday of October as a "Day of Trick-or-Treating"; and
BE IT FURTHER RESOLVED that in so declaring, the Governor urges the residents of the State to participate in trick-or-treating activities on the last Saturday of October; and
BE IT FURTHER RESOLVED
that a certified copy of this Concurrent Resolution shall be sent to the
Governor of the State of Hawaii.
