SENATE CONCURRENT
RESOLUTION
EXPRESSING AND ESTABLISHING THE POLICY OF THE STATE OF HAWAII to expeditiously facilitate an end to the housing shortage in hawaii.
WHEREAS, Hawaii is experiencing the worst housing crisis in the State's history; and
WHEREAS, the Department of Business, Economic Development, and Tourism projects that Hawaii will need sixty-six thousand new housing units by 2025 to address the critical shortage of housing; and
WHEREAS, because of the many barriers hindering the production of new housing, such as geographic limitations, lack of major infrastructure, and construction costs, the State and housing developers have not produced enough housing for Hawaii residents; and
WHEREAS, the amount of new construction of housing continues to be inadequate as the supply of housing remains constrained while demand for housing increases; and
WHEREAS, there has been a lack of measurable progress to enact policies that will stimulate housing production to meet projected demand; and
WHEREAS, it is critical to take initiative to increase the production of housing to meet anticipated housing demands; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the State of Hawaii hereby expresses and establishes a policy to expeditiously facilitate an end to the housing shortage in Hawaii; and
BE IT FURTHER RESOLVED that through this policy, the State aspires to:
(1) Plan the production of enough housing to meet the housing demand, which accounts for latent demand and natural population increase; and
(2) Facilitate the production of enough housing to end the housing shortage, which accounts for latent demand and the natural population increase; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, President of the Senate, Speaker of the House of Representatives, Director of Hawaii Housing Finance and Development Corporation, Director of Department of Budget and Finance, and Director of Department of Business, Economic Development, and Tourism.
